About us

Association of Data Providers in Healthcare

The Association of Healthcare Data Providers, z.s. (APDZ) is committed to cultivating the legal and regulatory environment for the protection, availability and processing of healthcare data in the Czech Republic. It brings together providers and processors of health data on a voluntary basis to ensure a higher standard of data collection, control, processing, analysis and publication in accordance with the public interest.

Health policy and public health decision-making should always be based on solid foundations. The mission of the APDZ is to create a transparent, equitable and non-discriminatory environment and to guarantee secure access to secondary health data that is processed and used effectively for the benefit of patients.

The European Health Data Space sets out a common EU framework allowing for use of health data for research, innovation, public health, policy-making, regulatory activities and personalised medicine. Healthcare data-driven decision-making is all about using evidence-based strategies to optimize patient-perceived value and reduce spending.

The members of the association are committed to supporting key issues in European healthcare that can significantly improve the efficiency of healthcare delivery across the EU, with an emphasis on promoting the implementation of a pan-European ecosystem for the collection and sharing of electronic data in line with the European Health Data Space (EHDS) Directive. The Association emphasises data-driven and evidence-based public health policy and the widest possible use of health data by researchers. It promotes the possibility of using anonymized datasets in an open access way and making high-quality and validated healthcare data available to the general public in digital form.

He graduated from the Faculty of Pharmacy in Brno, obtained his PhD in Pharmacy in Belgium, MBA Senior Executive in the UK and LL.M. in Medical Law at Charles University in Prague. He has worked at all three levels (manufacturer-distributor-healthcare provider) of the pharmaceutical-healthcare chain in various top management positions in several EU countries for more than 24 years. Currently, he works as CEO/Chairman of the Board of Directors of the largest pan-European private eye clinic network LEXUM (Optegra/ MidEuropa), where he develops comprehensive ophthalmic care from refractive, cataract, transplantation to vitreoretinal ophthalmology, including center-based biological treatment, with the largest team of leading European experts in the Czech Republic and Slovakia. In the past, he served as CEO of spol. Pfizer, then Phoenix, ViaPharma (Penta Investments) and Omega Pharma (Perrigo). He also holds the position of Executive Secretary of AVEL in the Czech Republic and AVEL in Slovakia (Association of Wholesale Drug Distributors), where he is actively involved in shaping and cultivating the market environment for sustainable and profitable growth of the drug distribution chain and represents them in negotiations with drug authorities, state regulators and payers. In addition, he is the Chairman of the Board of Directors of SAPOCH, z.s., the Association of Outpatient Eye Care Providers, representing over 90% of the outpatient eye care provider market in the country for negotiations with payers, regulators and government authorities on the availability, quality and pricing of eye care. Currently, he is also working to cultivate the legal and regulatory environment for the protection, availability and processing of healthcare data in the Czech Republic as Executive Secretary of the Association of Data Providers in Healthcare (APDZ).
He is an experienced professional with a rich career that is inspiring in terms of complexity and, above all, achievements. His moral values include respect and human approach. He relies on innovation, motivation, responsibility and integrity in his work.

He graduated from the 2nd Medical Faculty of Charles University in Prague, General Medicine. In 2017, he co-founded Cogvio, a company focused on the development of data tools for the pharmaceutical industry, where he currently serves as CEO. Under his leadership, Cogvio has become one of the major players operating in the field of data processing and analysis in the pharmaceutical and healthcare industry. Since 2021, he has also been involved in the Medevio project, one of the fastest growing health-tech platforms on the market, with a vision to innovate the Czech healthcare industry with modern technologies.
He has been in the healthcare and pharmaceutical industry for more than ten years. He has experience in various areas of the pharmaceutical industry, including drug development and safety, pricing and market access. Prior to founding Cogvio, he held various management and consulting positions in the pharmaceutical industry and has experience in companies offering originator, generic and orphan products. He has held senior management positions at Xerox, Cisco, Microsoft and Total Soft. He brings his extensive business experience to projects in the UK, France, Russia, Czech Republic, Turkey and the Middle East. In recent years, he has been involved in several projects related to health care systems improvement, including e-Health, 30 years of health care for Romania, the EU Health Operational Program, Antibiotics Incidents & Consumption and patient care support programs, and has also participated in the COVID-19 epidemiological forecasting and monitoring. Ing. Radko Jelínek graduated from the Faculty of Electrical Engineering of the Czech Technical University of Technology, majoring in technical cybernetics (1977). During his 25 years of experience, he has worked in various jobs and gained experience in business development and software distribution management, as well as in managing sales channel partners in the environment of a multinational company. After his studies, he started as a programmer-analyst at the Czech Technical University, worked at Motokov and at the Ministry of Foreign Affairs. In 1990, he co-founded Unisoft, then held senior sales or general manager positions at companies such as BSA, Gartner Group and Great Plains Czech, s.r.o., or worked as Country Manager at Great Plains Czech, s.r.o. In 2001-2002, he worked at Microsoft as Interim Channel Manager of Microsoft Business Solutions Czech, where he was responsible for channel partners (20 companies, 40 resellers, 80 consultants) selling Microsoft Great Plains solutions to small and medium-sized businesses.

with the following purpose and subject of activity:

The purpose of the association is to bring together providers and processors of healthcare data in order to ensure a higher standard of collection, control, processing, analysis and publication of data in the field of healthcare.

The object of the association is:
a. cultivating the legal and regulatory environment for the protection, availability and processing of healthcare data,
b. creating a Catalogue of Healthcare Data and access/processing options,
c. supporting the implementation of the EU EHDS (European Health Data Space) Directive,
d. promoting the widest possible use of health data by researchers,
e. Emphasis on data and evidence-based public health policy,
f. the possibility to use anonymized datasets in an open access way,
g. the widest possible public access to quality and validated health data,
h. maximum support for citizens to access their health data in digital form.
